In recent years, with the rise of activities such as recreational diving and underwater cave exploration, accidents like fishing diving incidents and cruise ship capsizing have occurred frequently. Severe floods have submerged urban underground spaces, and in particular, fatal drowning incidents at great depths have become increasingly common—these tragedies not only affect countless families but also attract widespread attention from all sectors of society. To implement the spirit of General Secretary Xi Jinping’s important expositions on new productive forces and fulfill the central and national deployments for strengthening the construction of social emergency response capabilities, the China Diving & Salvage Contractors Association (CDSA) grandly held the "Inauguration Ceremony of the CDSA CHASING Underwater Intelligent Rescue Team and Observation Exchange Meeting on Underwater Intelligent Rescue Drills" at the Shenzhen Nanshan Digital Cultural Industry Base on May 16, 2024. This event not only showcased underwater intelligent rescue technology in an all-round way but also served as an important impetus for the innovative development of social emergency response capabilities in China.

Leaders and experts from units including the CDSA, Emergency Management Department Emergency Rescue Promotion Center, Preparatory Group of Guangdong Mobile Force of the National Fire and Rescue Bureau, Guangdong Maritime Safety Administration of the Ministry of Transport, Shenzhen Maritime Safety Administration, Guangzhou Salvage Bureau, South China Sea Rescue Bureau, relevant former Navy units, Jiangxi Provincial Department of Emergency Management, Jiangxi Water Rescue Center, Shenzhen Forest Fire Brigade, Shenzhen Nanshan District Emergency Management Bureau, Federation of Industry and Commerce, and Enterprise Service Center attended the event. Additionally, leaders and responsible persons of emergency industry social organizations and public welfare rescue teams in Guangdong, Shenzhen and other regions were present—over 130 people in total witnessed the inauguration of the rescue team and observed the underwater rescue drills.
Song Jiahui, Chairman of the CDSA, and Admiral Duan Zhaoxian, former Deputy Chief of Staff of the Navy and expert of the Association’s Think Tank Expert Committee, delivered warm speeches, speaking highly of and fully affirming the successful holding of this event. Liu Han, Deputy Director of the Shenzhen Nanshan District Emergency Management Bureau, expressed gratitude in his speech to the CDSA, Shenzhen Maritime Safety Administration and other relevant parties for their strong support in the construction of emergency rescue capabilities in Nanshan District, and also put forward expectations for the construction and development of this new team and its service to the emergency cause of the district!
As the supporting unit of the underwater intelligent rescue team, Shenzhen CHASING Innovation Technology Co., Ltd. had its General Manager Zhou Changen report on the preparation and construction of the rescue team to the conference. Chen Liping, Secretary-General of the CDSA, read out the document approving the establishment of the "CDSA CHASING Underwater Intelligent Rescue Team". Chairman Song Jiahui, Admiral Duan Zhaoxian, Second-Class Inspector Cai Zhuangbiao of Guangdong Maritime Safety Administration, and Deputy Director Liu Han unveiled and awarded the plaque to the rescue team. During the underwater intelligent rescue drill phase, Zhou Changen, General Manager of Shenzhen CHASING Innovation, elaborated on the CHASING Innovation Smart Water Rescue Platform Solution. The diving communication and positioning system at the rescue site, video signals from underwater robots, and on-site monitoring video signals are first connected to the backpack-type broadband wireless ad-hoc network radio station. Subsequently, these signals are efficiently and low-latency transmitted to the command center through a high-bandwidth wireless communication network composed of multiple broadband wireless ad-hoc network devices. Notably, all these key devices can be supported by a mobile power supply system to ensure stable and reliable power, guaranteeing the smooth progress of rescue operations.
As the event progressed, it reached its climax—the on-site underwater intelligent rescue drill. This drill was a practical capability test of the Smart Water Rescue Platform Solution, integrating an integrated management platform, communication command system, water rescue subsystem, and underwater target search system. The live drill situation was transmitted remotely to the main venue in real time, allowing participants to watch the latest rescue technologies and equipment operation processes on the spot. This practical exercise model conforms to the current trend of intelligent transformation and development, aligns with the development requirements of new productive forces for underwater emergency rescue, and effectively improves the ability to respond to sudden underwater accidents.
